ABOUT SUBCLASS 403
The subclass 403 is designed for people who want to engage in specific work or activities that improve Australia’s international relations. For this visa, there are 6 streams available.
AVAILABLE STREAMS
Government Agreement
This stream allows holder to work under the terms and conditions of a bilateral agreement between Australia and that of another country.
Foreign Government Agency
This stream allows holder to enter Australia as a foreign language teacher or as a representative of a foreign government agency and engage in specific activities or work in Australia.
Domestic Worker
This stream allows holder to enter Australia and engage in domestic work for the household of someone who holds a Diplomatic (Temporary) visa or the subclass 995.
Privileges and Immunities
This stream allows holder to enter Australia with the privileges and immunities under Act 1963 or the International Organizations – Privileges and Immunities; or Act 1995 or the Overseas Missions – Privileges and Immunities.
Seasonal Worker Program
This stream allows holder to enter Australia to temporarily engage in a seasonal worker program. This is a limited program available in selected countries.
Pacific Labor Scheme
This stream allows holder to participate I the Pacific Labour Scheme program but it requires an endorsement by the Department of Foreign Affairs and Trade (DFAT) to enter Australia.
AM I ELIGIBLE?
Government Agreement Stream
- Engaged under the terms and conditions of a bilateral agreement between the Australian State/Territory government and another country.
- You have support from the signatories of the agreement.
- You are capable of funding your expenses (and any dependent family members you bring with you).
- Onshore application: you must hold (or have held in the last 28 days) a temporary substantive visa, except; a subclass 403 (Temporary Work – International Relations – Domestic Worker stream), subclass 771 (Transit Visa) or Special Purpose visa.
Foreign Government Agency stream
- You must have a letter of support from a foreign government agency, ministry, mission or international organisation.
- You are capable of funding your expenses (and any dependent family members you bring with you).
- Your work should also benefit Australia and contribute to any of the following:
- Local business and export activity expansion
- Generation of employment
- Promotion and maintenance of good international trade relations
- New skills and technology introduction
- Training opportunities for Australians
- Onshore application: you must hold (or have held in the last 12 months) a temporary substantive visa, except; a subclass 403 (Temporary Work – International Relations – Domestic Worker stream), subclass 771 (Transit Visa) or Special Purpose visa.
Domestic Work
- You’re 18 years of age or above.
- You have a letter of support from the Australian Government DFAT.
- You work under a contract that meets Australian workplace laws and practices.
- You are capable of funding your expenses (and any dependent family members you bring with you).
- Onshore application: Have an interview with the Department of Home Affairs (DOHA) to confirm your identity. You must hold a subclass 403 – Domestic Worker (Diplomatic or Consular) stream.
- Offshore application – Have an interview at your Australian mission to confirm your identity.
Privileges and Immunities Stream
- You have privileges and immunities listed under Act 1963 (International Organisations – Privileges and Immunities) or Act 1995 (Overseas Mission – Privileges and Immunities).
- You have a letter of support from the DFAT.
- You are capable of funding your expenses (and any dependent family members you bring with you).
- Onshore application: you must hold (or have held in the last 12 months) a temporary substantive visa, except; a subclass 403 (Temporary Work – International Relations – Domestic Worker stream), subclass 771 (Transit Visa) or Special Purpose visa.
Seasonal Worker Program
You’re a resident of any of the region/country listed below:

- Timor-Leste
- Kiribati
- Tonga
- Papua New Guinea
- Tuvalu
- Samoa
- Vanuatu
- You’re invited by an approved Temporary Activities Sponsor to engage in the Seasonal Worker Program.
- You are capable of funding your expenses (and any dependent family members you bring with you).
- You’re at least 21 years old or above.
Pacific Labour Scheme Stream
- You’re at least 21 years old and under 45 years old when you apply.
- You’re endorsed by DFAT
- You have a qualified sponsor (approved Temporary Activities sponsor/endorsed by DFAT to participate in the Pacific Labour Scheme)
